I have started to prepare a proposal on the baseline for the 10% safety margin.
In a first session at the plenary tomorrow, I would like to get to a shared understanding. After that, when the numbers of the avant-projet should be a bit more stable, I would complete the proposal about which number to take for the baseline.

@RichardB, your comment about the 6000 euro for the abattement makes me think there is an error in the “options” section of the third tab (“private units”) of the “simplified budget” file.
Would you be willing to have a look and correct it if necessary? The way I understand your comment the -6000 for which people are asked to tick a 1 if they are eligible, should be turned into a +6000 for those who are not eligible. Correct?

There’s an ongoing discussion within @coral-board about alternative ways to frame the 10% safety margin. There are two issues: one, that it is an additional financial challenge for some families; and two, that, since it is calculated on a casco price that keeps fluctuating, it is a bit opaque and makes it more difficult to make decisions.
So here’s an idea, framed as part of the review of this proposal by @Lee.
For the purpose of calculating the safety margin, set the average casco price to 3,500/ m2 gross and leave it there, even if the actual casco price fluctuates a bit as we make the final decisions.
Set the minimum safety margin at 12%, but on the casco price only.
In the “we will find creative solutions” case, allow the margin to go as low as 10% of the casco price only.
This has two consequences:
The total sum is similar to the proposal (9% on casco + finishings). Imagine a unit with weight = 1.

Budget = casco + finishing + safety margin
safety margin = 3,920 x weight x m2 gross
All the numbers in the safety margin formula are already known.
Even if this idea does not work for others, we should still have a formula for calculating the safety margin in the proposal.

At the same time I am afraid that this method (nor my own proposal) is fit for purpose for the other thing we are trying to do, which is setting the maximum budget (i.e. 110% of XYZ).
I’m afraid this proposal is simply not clear and mature enough to go to plenary. I would propose to talk a bit when we see each other in person, and in function of where we get possibly set up a short helping circle meeting one of the next days.
