Rewiring innovation policy

We’re looking for ideas to rewire innovation policy, taking advantage of the propensity of many young Europeans to “fail fast” as they explore new, high-risk, potentially high-return path. They effectively act as a massive social R&D lab; to support them, however, European authorities need to redesign their innovation policy in order to latch onto innovative individuals rather than just organizations. The actionable is a blueprint for an administrative process that supports individuals with innovative proposals while being regulation-compliant and accountable at each step. The process has to be scalable, because individuals can’t and won’t apply for large sums of money, and reducing the red tape means having to process many more applications.
