A session by and with Fabrizio Sestini - Sunday afternoon 3PM (room: Hackistan 5th floor tbc)
The Internet is currently dominated by a few worldwide data management platforms which are gathering big data at global scale in a centralized manner. How to give citizens more control on their data? Is it possible to create a viable decentralized alternative based on a distributed architecture, enabling new data services and disruptive (e.g. commons-based) economic models? Can such a platform allow new entrants to aggregate data on demand, bringing unanticipated features and innovative services, and creating a level playing field for the development of new collaborative applications and services based on emerging participatory innovation models that are intrinsically respectful of privacy and ethics?
To address these questions, The European Commission has recently launched a research call (ICT 12/b) for demonstrating a distributed open hardware and software platform (for communications, cloud computing or Internet of Things) capable of supporting decentralised data and identity management and bottom-up participatory innovation. This is the only call in the ICT program exploring the unique functionalities of blockchains or P2P systems, involving technological actors together with civil society and developers of social applications.
This session will present this call and its relation with the CAPS (Collective Awareness Platforms for Sustainability and Social Innovation) initiative. see also http://ec.europa.eu/programmes/horizon2020/en/news/eu-call-proposals-developing-blockchains-and-decentralised-data-architectures, https://ec.europa.eu/digital-agenda/en/collectiveawareness
About me: Senior Expert at the European Commission, leading the DG CONNECT initiative on Collective Awareness Platforms for Sustainability and Social Innovation (CAPS), which aims at stimulating bottom-up innovative ideas exploiting network effects to include citizens, grassroots organisations and civil society in participatory social innovation processes. The goal is to create open collaborative platforms which, beyond commercial hype, can lead to a more open, inclusive and participatory society.
