Use (equity) crowd investing as funding criteria

Could a percentage of all public money be allocated to support innovation and research through a model of crowd culture? In this actionable we want to make a case for decision makers to pick up ideas with potential earlier than usual, through a filter: look at the support ideas have before being put into practice, for example through community pledges, and level up that support with institutional money. This is a step towards democratizing the allocation of public funds, it ensures a return of investment to a multitude of players, while keeping accountability high.
