Diplomacy, and what it means in 2012

Hi again Morgane,

I recently participated in  a workshop about diplomacy held at the Council of Europe. It was pretty intense and there was not enough time for me to ask some of the diplomatic staff there about their work. What is it diplomats for these large institutions do, how do you work and what are some of the challenges you come across on a daily basis?

DIPLOMACY : IT MEANS IN 2012…

"Constatons d’abord que la diplomatie est une fonction d’État par excellence. Pour autant, elle n’échappe pas, tout au contraire, à la nécessité d’une évolution de son rôle, de ses méthodes de travail, de ses moyens d’action.

De fait, on a assisté ces dernières années à un renouvellement généralisé des méthodes de travail, qui s’est étendu à l’ensemble des métiers exercés au sein de notre ministère. La mission de négociation demeure naturellement au cœur du métier, mais il y a, toujours davantage, un travail quotidien de veille et d’influence qui est réalisé par nos ambassades et par l’administration à Paris. Ce travail s’exerce au service d’une relation de confiance avec nos partenaires, mais aussi je le crois au service de nos intérêts nationaux et européens.

C’est à ce titre que l’on ne peut sans doute plus penser la politique étrangère comme totalement «à part» et déconnectée des enjeux proprement nationaux, des préoccupations économiques et sociales, des préoccupations d’emploi. Ce doit être aussi un instrument au service de la compétitivité globale de nos entreprises, petites et grandes.
