basically if you sign a “amphiteose” contract on the land you become the owner of the building you build on top of the soil. at the end of the contract period (from 15 to 99 years) it’s possible that the citidev exercise the option to get back the land but there is normally a clause in which they are obliged to pay a compensation for the loss of your property on the building.
