Level 2 or Level 3 decision?

R&O reflected on ‘what to do with the recruitment in the current, unsure times’.
In the proposal that was worked out, there were 4 possible ways forward presented.

  • One of them was putting recruitment on hold

  • Another one of them (the one R&O consented to) was

    • to prolonge the associate membership phase (if needed), till the plans are steady/the left-over units are 100% sure

    • to pay back the annual membership fee if the desired unit would not be available any more

This to encourage people to become EM/AM so by the time the plans are clear, we have already a bunch of people gone through part of the membership phase.

Is this a level 2 decision or should this be consented to on a PM?

Review

If this is a proposal that needs to go to the PM, by who should do review be done?

  • another member of R&O

  • a FM who is not a member of R&O

  • a FM, no matter to what team the FM belongs to

  • ideally by a member of R&O and a FM outside of R&O

In my view this is a clear level 3 decision, as it impacts the entire group (see also the Goverance Document, section 5.1.2), so it should definitely go to a plenary meeting.

As for the reviews of a proposal, this is covered in section 5.1.3 of the Goverance Document. The objective is to make sure the proposal is clear and understandable, so the suggestion is to ask people from outside the team. In practice we often have reviews from inside the team, which can also work in some cases.

What isn’t listed (yet) in the Governance Document, is a desire to get a view on major objections ahead of a plenary, in view of spending plenary meeting time wisely. This request to consult beforehand is currently only listed in an Edgeryders post and will probably be included in the next review of the Document (see Raising concerns and objections ahead of a plenary meeting).

When were you planning to bring this proposal to a plenary?

It’s finalized, I just need to make the ER post to ask for a review and possible objections. So if there is space on the PM of the 25/01, than preferably then (if no objections are risen)

I’m not sure I understand the logic of spending time of this before the 30th, when we’ll have the réunion de projet. Would you be open to a 10 minute call so that we can exchange more easily?
